v26 - Master_Preferences - Behaviour?

Want to make sure I am doing this right and have the behaviour correct please?
 
This is my work flow:
 
1. Install Chrome v26 as admin
2. Post Install, copy and replace master_preferences in C:\program files\Google\Chrome\Application
3. Log in with a brand new user profile
4. Launch Chrome
 
I don't see any difference or settings applied?
 
Here is the contents of my modified package - trying to hide all shortcuts and icons for new users.

"do_not_create_quick_launch_shortcut": true,}}
 
 
What/how should it look different after first launch?  From what I have read, it only works on first launch?  Is this correct or am I being a numpty?
 
Looking at http://www.chromium.org/administrators/configuring-other-preferences I cannot see "do_not_create_any_shortcuts": true syntax?  Does this work, if so wat does it remove?

There's a trailing comma in the inner dictionary, so this file is invalid and won't be loaded.

Those pages have to be updated. "do_not_create_any_shortcuts" works since m26 and prevents the creation of all shortcuts, including the start menu.

I will remove the last comma and try with only the remove all shortcuts to see what happens.
