I suggest completely removing the downloads shelf. When a download
begins, a downloads tab would open and read "Downloads: 15%." Tabbed
browsing is one of Chrome's strongest and most unified features (ex:
tabbed options, bookmarks manager, history...). The downloads shelf
occupies too much space, jarringly shifts the screen when opening and
closing, and does not always need to be seen. I do not like a bar
(Chrome, IE), small window (Firefox), or toolbar button (Safari).
