Hi,
I found that no language can be added to Live Caption/Manage languages on Accessibility when I launched Google Chrome 116.0.5845.97 with the shortcut "chrome.exe --enable-features=LiveCaptionMultiLanguage,LiveTranslate" on my personal Win 11 computer. I made some investigations and the details are as follows.
Chrome Version:
[FAIL] 118.0.5953.0 (Developer Build) (64-bit)
[FAIL] 117.0.5932.0 (Developer Build) (64-bit)
[FAIL] 116.0.5841.0 (Developer Build) (64-bit)
[ OK ] 115.0.5788.0 (Developer Build) (64-bit)
[ OK ] 114.0.5734.0 (Developer Build) (64-bit)
These 5 old Chromium builds are tested on the same Win 10 21H2 computer.
[FAIL] 116.0.5845.97 (Official Build) (64-bit) (cohort: Stable Installs & Version Pins)
This Google Chrome is on my personal Win 11 22H2 computer.
What steps will reproduce the problem?
(1) Follow instructions on
https://www.chromium.org/getting-involved/download-chromium/ to get old builds of Chromium. Example URL:
https://commondatastorage.googleapis.com/chromium-browser-snapshots/index.html?prefix=Win_x64/1147503/(2) Follow instructions on
https://www.chromium.org/developers/how-tos/run-chromium-with-flags/. Launch Chromium with the same shortcut: chrome.exe --no-sandbox --enable-features=LiveCaptionMultiLanguage,LiveTranslate
(3) Go to Accessibility chrome://settings/accessibility and enable Live Caption. There will be a Manage languages option.
(4) Click on the Add languages button.
I took 2 following screenshots though I tested 6 cases above.

This is my first time making a conversation here. Please excuse typing errors since English is not my native language.
Thanks for your attention.
