Is ANGLE using Vulkan, if "Default ANGLE Vulkan" is enabled but "Vulkan" is disabled

In chrome://flags, I enabled "Default ANGLE Vulkan", but "Vulkan" is NOT enabled, in this case, is ANGLE still using Vulkan?

Another question, what does "Vulkan from ANGLE" do? Is it recommended to enable it?
