How to disable scroll anchoring on selected hyperlinks?

I have tried to both disable and "default" this setting: chrome://flags/#enable-scroll-anchoring, but I still face this issue.
Specifically, if I press any anchor/hyperlink on a web page, the view will lock onto that link.  If I try to scroll away, the screen will jump back.
Is there some other setting that might be causing this?

You can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

You can reply with a link to the found or created issue and might get triaged (and fixed) faster.

This sounds like http://crbug.com/675567, which is fixed in the beta release 56.0.2924.53.

Dear Steve,

since we had the same issue - indeed we saw that the click and scroll up issue is fixed in 56 beta.
But still there is a related issue. If one clicks in a tree on links which are not on the visible area, there is the scroll up behaviour too.
In order to show you the issue, I created a small demonstrator here : https://www.apartment-baden.com/test/
If one clicks on tree items being visible on load of page, the click action works - a popup shows up "Test on click outer child item"
Now, if you scroll down some items to a non visible tree item on page load, e.g. to item 40 and click on it, the page scrolls up instead of showing the popup.

For us it is important to have this behaviour working, since our apps in production currently are not working in Chrome 55 and use big tree views .
