Won't pick a color from a local web page (Color Picker) [Eye Dropper]

I'm using the extension Eye Dropper, and it's awesome except according to "Google Policy" it won't let me pick a color from a local web page.  As a web developer, this makes no sense to me as I sometimes want to pick a color from the page I just developed to make it easy to access instead of looking through code (trying different options).  

Can I get an explanation of why it won't let me do that?  Seems Crazy to me to think that of all things that is against policy, especially if a page is local, I developed it!

You have to explicitly grant the extension permission to operate on file:/// urls in the extension settings page. This is only possible if the extension actually asked for it, and it defaults to off.

The extension only asks for permission to operate on http:// and https:// URLs, so the option isn't there. The author needs to actually ask for permission to run on file:// in their manifest before it can be granted.

I saved it to Google Drive and was able to use Color Picker from there.
