setting new-tab background image with policies

i wonder if there's a policy for setting the background image on a tab?i did some research and couldn't find any such policy.  would it make sense to have one? that way the admins can set custom themes on their distributions.

i thought of using a theme extension for that, but to load an unpacked extension, one needs to enable developer mode and then maybe specify some settings in `usr/share/chromium/extensions/....json`. can we have a policy to enable developer mode by  default? i found `ExtensionDeveloperModeSettings`, but it's about disabling the button, not about setting the default value. could we maybe have "ExtensionDeveloperModeEnableByDefault" or something similar?

oops, i thought i didn't send it before.  i looked up on the internet and found that i can use `--load-extension` flag to load any number of unpacked extensions, it works quite well but this isn't the same as setting a custom image from the customize section. when i set it through the customize ui, chromium picks up colors from the image and themes all the elements nicely, the tabs, the searchbar, even the devtools window. i don't think an extension can do that much and even if it can, it will be a lot of effort for something which chromium already does naturally.
