Chrome Browser Request Getting Stalled with HTTP2 Protocol to Same URL

Hi All,

We are using a shell-in-box solution which provides shell access to the Linux box via the web interface.

It makes a POST https://<ip>/console/? every keypress to post to server and also when there large file being cat there will MORE than 1000 or more request to the SAME URL (but concurrently there will be only 2 requests).  I have noticed when a subsequent request is made to the same URL (POST https://<ip>/console/?), request count between 490 to 505 will stall for a LONG time (40 seconds to sometimes 10 minutes same happen from 990 to 1005, etc and from 1490 to 1505).  This same behavior is observed in Firefox and Chrome, but NOT in the Safari browser.  

I found this very old link that mentions that requests to the same URL over and over again can cause this issue.  I also checked that we use HTTP2(protocol h2 and TCP connection limit 6 should not be applicable since protocol is HTTP2).

Any help to debug this from a chrome browser perspective would be a great help!

For your reference,  I am also attaching an image for reference which shows stalled for 7.3 minutes.
