removing the "Welcome to Chrome" Screen

Hey can someone help me out here?  I have been asked to installed the Chrome browser in our computer labs and classrooms.  I have downloaded the MSI and it installs fine.  Our lab administrator's biggest quandry is the "Welcome to Chrome" screen and asking you to log into google.  Has anyone one been able to block this PERMANENTLY?  not just clicking the Skip for now tab.

Yes, you can install chrome with a master_preferences file (see http://www.chromium.org/administrators/configuring-other-preferences), and you can use the "sync_promo" : { "show_on_first_run_allowed": false } preference (see https://code.google.com/p/chromium/issues/attachmentText?id=174726&aid=1747260000000&name=master_preferences-1&token=C3J8mrhUc2XVdoh3u3kZBSID98s%3A1369348451990 for an example master_preferences file with this preference).
