Given the rising popularity of browsers like Arc and Vivaldi, both of which I use on my MacBook, I am curious why Chromium does not have a built-in option to change the view of tabs and workspaces to a vertical layout. I have some experience in JavaScript and am eager to contribute to the implementation of this feature.

Just noting that the tab strip is not implemented in JavaScript, but in C++ and likely the Views framework on desktop and Java/similar on mobile (except for Chrome OS in tablet mode which I think is implemented here).
