Print Preview always fails/"Save as PDF" disabled/greyed out

When I load a webpage and press CTRL+P (or click the print menu) then the print preview dialog is shown.
On the left side "Print Preview failed" is shown and on the right side the "Destination" drop down is completely disabled/greyed out.
Why?
This problem occurs for ALL webpages.

Do I have to enable print in general at first?
How do I do this?

There could be multiple reasons that can lead to this. Please file a bug at https://crbug.com/new using the component "Chromium > UI > Browser > PrintPreview". Then the printing team can better follow up.
