Immersive Mode for Windows

Is there any plan to implement "Immersive Mode" into google chrome? As far as I know it is just a ChomeOS feature.
I know there is F11 available which is full screen but it is more a presentation mode. It does not allow navigation via the address bar.
Where as Immersive Mode does allow access and navigation via the address bar.
I have chrome on my laptop but my laptop has a very small screen and I would like to make the most of the space available, but the fact the you can't navigate in full screen mode is very much a hindrance to the function.

Chrome used to support some kind of an immersive mode (if you are talking about the Windows 8 immersive mode, previously known as "Metro" by Microsoft), but it was removed.

I just find it strange that you can't use Ctrl-L in full screen.

Chrome-OS allows the address bar to be hidden but pops up when you move your cursor to the top of the page. 

I have to use a third party extension to get an address bar in full screen mode, but this doesn't work have any of the predictive and dynamic features that chromes native search bar has.

I've read a few bug reports that have been closed stating that UI team intended this by design, Bug 8022 . Can anybody explain that logic?
Basically I use the extension "Fullscreen address bar" that gives the general idea of what I am talking about, but like I said it doesn't have all the features of  the native search bar.
