insufficient permissions error when downloading

I used Google Chrome for a number of years on my computer. I have a problem that others encountered since May 2012.  I tried to uninstall and reinstall Chrome, yet whenever I tried to download I get the error message "insufficient permissions" and a crx file with nothing it is created. Finally, I just left the program and uninstalled it and installed Opera. It works fine. Is there any sense in trying to download the latest version or will I still encounter the same problem. I use Windows XP.
