Deploying Chrome Extensions via Group Policy

We're trying to deploy a Chrome extension using Group Policy. Consequently we utilise the 'Configure the list of force-installed extensions' setting in the Google Chrome Group Policy template. As expected, this results in a registry key on client machines at:

HKEY_CURRENT_USER\SOFTWARE\Policies\Google\Chrome\ExtensionInstallForcelist.

The name is '1' and the data is as follows:

lbolkcofjjeieelbfakafjngmmohgppa‏;https://clients2.google.com/service/update2/crx

We do not however see the extension. Is there anything else that is required to get this to work? Using Process Monitor we can see that this registry key is being successfully read. We have tried verbose debug logging but there is nothing indicated in the log file that suggests what is going wrong.
