Whitelist URLs

I am trying to push a whitelist to all of our student computers, but instead of allowing the 10 websites I want, it is blocking everything. I was hoping someone could tell me what I was doing wrong. I know that putting a * blocks all websites, but I thought the whitelist would supersede it. 

Here is basically what I am doing:

[HKEY_CURRENT_USER\SOFTWARE\Policies\Google\Chrome\URLWhitelist]

"1"="*mail.google.com*"

so on...

[HKEY_CURRENT_USER\SOFTWARE\Policies\Google\Chrome\URLBlacklist]

"1"="*"

You seem to be correct -

http://www.chromium.org/administrators/policy-list-3#URLWhitelist

But your syntax ("*mail.google.com*") does not seem to be correct. What were you trying to achieve there? fdfdsfsmail.google.com, for example? I guess not. Then that should have probably been "mail.google.com".
