Chromium Docs/Website Update?

A month or two back, I was looking to see if I could contribute to the chromium project. When I went to the github, I didn't find any helpful information from the readme, and I remember it was very short, and when I went to their website I wasn't able to find any docs after trying all their links. I assumed the project wasn't open to outside contributors. 

But today on their github I am able to find all sorts of documentation and links, and on their website I see all sorts of helpful resources to get started contributing. I'm wondering why the sudden change, or if it was always there and I missed it.
