How to force browser for always do Intervention on Heavy Ad? ( Heavy Ad Intervention problem )

We use Chrome 86, and we set chrome://flags/#enable-heavy-ad-intervention into ENABLED. But we rarely see Intervention on our Ad Slots with MP4 media bigger than 4 MB. How to force browser for always do Intervention on Heavy Ad? Our QA Team of Advertising needs it.
