Any way to generate .APK file from chrome for Progressive web app(PWA) websites

With the new "Add to Home Screen" feature in Chrome, which generates .apk file in users mobile, is there a way to do the same apk generation in some command line/ build tool / Chrome desktop ? 

We need this to generate apk for our internal progressive web app and ship it to all enterprise Android devices(10K + devices) in which we cannot automate "opening the browser" and "Add to home screen". 

Have seen https://www.pwabuilder.com/, which generates APK, but it uses cordova, which we feel like an extra layer that we didn't want to add. Since Chrome generates an APK file without cordova and all our targeted run times are just the same device spec, we wanted to use the apk generated by chrome.
