How to run Chrome in Kiosk mode WITHOUT explorer.exe running

I've googled everywhere and I can't seem to find an answer!  I am currently running windows 8.1 on a HTPC and use XBMC (Kodi) as my frontend.  I use XBMC as my shell and everytime I go to run a kiosk mode window it does not load in kiosk mode.  If I start explorer and attempt to run a kiosk window it works fine.  So, I've been trying and trying and finding no luck other than how to pull my hair out.  Last night I was messing around with somethings and I noticed if I launch youtube.com/leanback without explorer running that it DOES load kiosk mode (or maybe it's just fullscreen mode which is fine as well) so it IS possible!!  How could I get this to work?

You can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

You can reply with a link to the found or created issue and might get triaged (and fixed) faster.

I'll be honest, my problem is not worth jumping through the hoops I'm going through for a simple question.  I have to say these google discussion groups are the worst "forums" to navigate.  Thanks for your time.
