WebRTC / simulcast: allow HD video with only 2 simulcasts layers

Hi all,

I'm trying to send 2 video stream, one with small resolution (320*180) for vignette, and one with high resolution (1280*720) for full screen video, without sending a medium resolution (640*480). (i'm using my own jitsi-meet)

For now simulcasts layers are defined here:
https://chromium.googlesource.com/external/webrtc/+/branch-heads/51/webrtc/media/engine/simulcast.cc#42
so if we want resolution bigger than 640*480 we must use 3 simulcasts layers.

I've made a quick and dirty patch and it works(tm) (editing kSimulcastFormats)
but before i send a proper patch / CL, i have some questions:

Is there another way to do that without patching chromium (available now or in the work)?

If i submit a proper CL, is there any chance for it to be merged, ie was this idea already rejected, or are there any technical limitation against it?
