Why Was The Download Bar Removed?

Why has these following components removed under the //flags directory?

*Download bubble V2
*Download bubble

I do not like the download bubble that sits near the upper right corner of the browser.

I prefer the download bar that appears at the bottom of the browser and including it's clear button near it.

There's no clear button at the download button and if I download multiple files, it just chains together downward and blocks parts of the viewing screen of the browser page. That's really annoying.

I want the option of disabling the download bubbles and enable the download bar instead.
