setting tab background image using policies

hi

i want to ask if there's any way to set the tab background image through policies? let's say i am creating a linux distribution (for personal use (== dotfiles) or for a wider community), what options do i have here? i want to "remove" the shortcuts from a new tab page, add a background etc.

one option i thought of was using theme extensions instead, but developer mode is turned off by default. i couldn't find a policy to enable developer mode by default, if there was one, then one could easily load an unpacked extension by specifying a json file for it in `/usr/share/chromium/extensions` i guess (i do that for chrome web store extensions, not sure though about the local ones, but i think it should be possible).
