Open a PDF in Chrome

In the latest version 60 update, window.open on a base64 encoded PDF does not appear to be working. Our code works fine on the previous version 59 Chrome so it appears to be something in the latest update.

window.open(`data:application/pdf;base64, ${response}`, '_self');

Is this intentional and if so, what is the recommended way to workaround this issue?
