Disable Caching for Specific Websites or entirely

I was wondering if there was a way to disable caching entirely or for a specific website. The issue I have been experiencing is that flushing the DNS does not cause chrome to reach out for a new IP address. Essentially at my organization we have an internal Intranet, while users are on site the internal DNS points them to the intranet web page. However this is not accessible from home, since the default home page is the intranet we made it so the external DNS server will point them to the external website if they try to go to the intranet. The issue is even once they are back on site chrome will continue to load the external site. 

We have the TTL on the DNS record set to 30 seconds but that doesn't seem to do anything. Also when you flush the DNS cache both on chrome itself and the machine via IPconfig /Flushdns it does not work. You need to actually delete chromes cache inorder to get it to finally connect to the right ip address. 

I was wondering if there was a way to prevent this or if there is somewhere I can submit a suggestion for a new GPO to accomplish this.
