Create a Custom User Interface on top of the Chrome Browser

I'd like to build a custom browser UI on top of chrome. In particular, i'm looking to change the graphics on the Tool Bar, add another toolbar to the bottom, and completely change the way tabs and bookmarks are presented.

I'm basically looking to use Chrome browser as the foundation for an even better browsing experience. 

PS: Google Engineers, if you're reading this, you can probably build this faster and cheaper than me building it on my own :)

You cannot build on top of Chrome, but on top of Chromium (there are some differences, mainly the lack of non-free codecs and automatic updates).

Also, cs.chromium.org can be very handy in quickly searching and tracing the code.

For actual code questions (after you tried and only if you failed :)), use chromium-dev.

This is awesome. Can you reccomend what technologies a developer would need to know inorder to take my ui designs and build them on top of chromium?  

Its mostly just refacing the tech that already exists.

Also, any suggestions on finding a developer would be amazing.
