On latest stable, 64bit. Started today after an odd malfunction. I tried to open chrome, it went completely default and told me my profile file had become corrupted. I closed it, opened it again and it was fine. Since that happened however, the drop-down menu on youtube that displays watch later, playlists & subs etc. will not open UNLESS I sign out and back in. As soon as I leave youtube and come back to it, it just becomes a button with no purpose.

I've tried reinstalling chrome, tried the beta, disabling different addons and deleting cookies & browsing data (all except passwords, really)

:(

By the way, watch later is a button in the YouTube player I am seeing and not a drop down menu. The settings (cog wheel) button does open a drop down menu and it works. The functionality of both of them works.

What happens if you use incognito mode (Control + Shift + N) to watch a YouTube video while being signed it?

Also, do you see a console error (press F12 to bring up the Developer Tools, click on Console and see if there are lines with a white X on a red background icon) when that happens?

If you have a firewall anything else that might interfere with your network, try disabling it briefly and check if the issue persists.

Finally, please, see if it works with other browsers on the same system and if you can reproduce this on the same browser in different computer.

Works in incog mode, other browsers are unaffected too. These 5 errors were present:

chrome-extension://boadgeojelhgndaghljhdicfkmllpafd/cast_sender.js Failed to load resource: net::ERR_FAILED
chrome-extension://dliochdbjfkdbacpmhlcpmleaejidimm/cast_sender.js Failed to load resource: net::ERR_FAILED
chrome-extension://hfaagokkkhdbgiakmmlclaapfelnkoah/cast_sender.js Failed to load resource: net::ERR_FAILED
chrome-extension://fmfcbgogabcbclcofgocippekhfcmgfj/cast_sender.js Failed to load resource: net::ERR_FAILED
chrome-extension://enhhojjnijigcajfphajepfemndkmdlo/cast_sender.js Failed to load resource: net::ERR_FAILED

The watch later button works on videos in my subscription feed, the cog on videos I'm watching works too. It is only the top-left button for the sidebar that is a problem.

Incognito mode disables all of the extensions (unless you explicitly allowed them in incognito), so try disabling all of your extensions.

The errors, perhaps unrelated though, come from a Chromecast extension (which might be built into the browser, I do not remember).
Do you see them in incognito mode as well, by the way?

The errors are there in incog mode too, and disabling all my extensions doesn't change it.

Sorry, I am not sure what else could be done... perhaps use the "Send feedback" link at the bottom of any YouTube page.

This might be caused by either a bug, interfering software, or malicious software. I recommend the Chrome Software Removal Tool beta, which detects and removes software that interferes with Chrome, for removing interfering software. I also recommend Malwarebytes, which detects and quarantines many types of malicious software, for removing malicious software (malware). If those do not fix this problem, I suggest you file a bug via the Chromium issue tracker.
