Often when browsing the web, you'll encounter pages which feature
audio content, but no volume control. A common example is flash
games. When visiting these pages, you're unable to turn down / off
the sound, and thus this causes an issue should you wish to listen to
music / anything else at the same time.
Having a context menu on the tab to present this (and other options),
would allow you to balance the sound against other audible apps
(potentially some of which will be running in other tabs) or mute
anything you don't want to hear.

This is a great idea and goes hand-in-hand with this proposal:
http://groups.google.com/a/chromium.org/group/chromium-discuss/browse_thread/thread/5acd9a50bf87474c/78eddccd4f2fb265?lnk=raot#78eddccd4f2fb265

There is a lot that could be done in a right-click, context menu on a
tab. I'm waiting for this one... hopefully it wont be such a long
time.

The two topics should probably be merged...

Furthermore, Chrome 64 (currently Beta) has a built-in feature that allows users to mute websites.

I know... But there isnt feature to control volume (set 20% of max volume of any tab for example).
Did you check it out? I believe you will like it, go to https://volume-manager.org!

I did not know that there was that much demand for finer control of tab volume :) Great that you were able to write something to do it but probably not the kind of feature Chrome would implement. I'm curious to know how you implemented this given that I'm not aware of Extensions API to control the tab audio stream output apart from muting it.
