how to upload DevTools frontend changes without submodule error

i am a new contributor. i made a fix in devtools-frontend/src for issue 442499734.
When I try to run git cl upload from the root src/ directory, I get a submodule mismatch error for third_party/devtools-frontend/src.
What’s the correct way to upload DevTools frontend changes?

Have you tried running git cl upload inside third_party/devtools-frontend/src (or third_party/devtools-frontend)?
Adding Benedikt for a better answer.
