The time has come to remove ntp3 from the code base. Speak up now if you still need it (e.g. if you have code in there you're still using for testing because you haven't ported it to ntp4 yet).

In addition to the ntp3 code proper, are you also going to remove the
floating bookmark bar code?

ChromeWebUI may no longer be necessary either. At least force_bookmark_bar_visible on there wouldn't be needed.

There is actually quite a bit of infrastructure connected to this in various ways.  It is probably worth filing a bug and trying to get help from various of us frontend folks in tracing down all the tendrils (sky and I would probably both be helpful on views at least).
