Can't play mp4 video in Chromium build when hardware acceleration is enabled

I built Chromium on Windows with the options ffmpeg_branding=Chrome and proprietary_codecs=1 to see if it can handle mp4 video properly. 

Here is what I found. If I disable the hardware acceleration, mp4 video plays just fine. When hardware acceleration is enabled, it doesn't play at all. I am using 38.0.2125.104 which is slightly outdated. Not sure if m39 makes any difference. 

Do I miss any other options in order to enable the mp4 codecs in Chromium build?

Well, first, always use the latest as it may include fixes in any area.
Second, does Chrome show the MP4 on the same system when hardware acceleration is enabled?

I think the problem is in ffmpeg module when use hardware acceleration on Windows
it may be a driver problem which cause ffmpeg decode error
