Can't git cl upload, "send-pack: protocol error: bad band #69"

I've gotten this error multiple times today. I'm currently unable to upload changes. Anyone know what this is or how to work around it?

https://stackoverflow.com/questions/60182958/unable-to-push-the-commits-to-google-cloud-source-repositories says something about a cloud project not being associated with an active billing account. I dunno what that means though.

I had android source downloaded and now it's gone I have a hacker how do I get back on my os and take back over it won't let me redownload this
