--enable-overlay-scrollbar command line switch ignored

Tested with version 61.0.3140.0 on Windows 10 64bit.

Running "chrome.exe --enable-overlay-scrollbar" won't enable overlay scrollbar.

I hit this recently too. The new command line flag is: --enable-features=OverlayScrollbar
