AI coding policy - understand your CLs before you ask others to

Hey folks,

I just wanted to signal-boost our AI policy which just reiterates a longstanding practice in Chromium: we expect contributors to understand, validate and polish their own CLs before asking others  to spend their time reviewing them.

Anecdotally, OWNERS are starting to feel reviewing getting harder from both an increase in volume of CLs and (in some cases) a decrease in CL quality. I encourage reviewers to politely ask "have you thoroughly reviewed this CL yourself already?" before spending their own time trying to understand it. Please don't be offended if someone asks you that on a CL you fully wrote yourself! We're all doing our best to maximize our collective productivity in maintaining one of the world's most complex and rigorously engineered software projects!
