FCM, webpush and Chromium forks

Hi all,

What's the Google's stance on forks using the existing FCM infrastructure in chromium to support web push and related notification stuff. 

Is it okay to rely on Firebase infra for the webpush using whatever is available in chromium or are embedders expected to roll out their own version of the notification service?
