Bug tracker down again

I tried submitting an issue at

https://issues.chromium.org/u/2/issues/wizard

At the last step, the Submit button is greyed out and even if I fill the optional Additional Information field  and attach a file (none of which is required), it never gets enabled.

So I went to https://issues.chromium.org/issues/new?template_issue=430498037&noWizard=true&component=1506133 to report this against the bugtracker itself, but it suffers from the same issue. The submit button is greyed out too.

Usually there's an "I'm not a robot" recaptcha checkbox, which is not showing up anywhere, probably that's the cause of the issue.

This needs to be fixed ASAP, reporting bugs is currently impossible.
