Cygwin and ca-certificates

Hi all,

I recently booted up a new Windows 7 machine for chromium development, and found that gclient wouldn't clone the repository until I installed the 'ca-certificates' package in cygwin.

Perhaps we could add this step to http://dev.chromium.org/developers/how-tos/cygwin?

Is this a git-ism?  I'm a cygwin svn user and have never needed to install this package.

Yes, it's needed for git.
