Are installed PWAs exempt from tab discarding?

I need a way to reliably prevent a tab from being discarded. I have been instructing users to pin the tab, since this reduces it's likelihood of being discarded, which works most of the time, but it would be nice to have a definite solution for ensuring it is never discarded (ideally without requiring setting flags). I'm wondering if installing as a PWA will achieve this?

PWAs are protected from discarding on Mac, Windows and Linux. On CrOS they can still be discarded because some discard events are triggered by the operating system, and Chrome can do nothing to stop it.
