clang-format can now format java files

Hi,

if you sync to current trunk, `git cl format` will format java files. Editor integrations will now also format java files if you use the scripts in buildtools/clang_format/script (or tools/vim/clang-format.vim).

This is very new code, so it's possible it doesn't do everything right yet. Follow the usual process for reporting bugs (see https://code.google.com/p/chromium/wiki/ClangFormat, "Reporting problems").

clang-format for Chromium tries to follow https://source.android.com/source/code-style.html, and then https://google-styleguide.googlecode.com/svn/trunk/javaguide.html for things the first page is silent on.

Thanks go to Aurimas for dogfooding this and for finding lots of issues, and to Daniel Jasper for actually fixing all these issues.
