Hello, I am wondering how to force install a chrome extension via windows registry

Hello Ben,

there are two policies that can achieve this goal:

https://chromeenterprise.google/policies/#ExtensionSettings and

https://chromeenterprise.google/policies/#ExtensionInstallForcelist

bear in mind that both only work for Chrome Web Store extensions if the machine is not joined to Active Directory domain, otherwise they can also be used to install extensions hosted elsewhere.
