Request: migration plan from “Sync-the-feature” to Sign-in/Transport mode

After looking at latest changes in Chromium sync component, we found that you are planning to completely remove “Sync-the-feature” and leave only Sign-in/Transport mode. You have already marked some source code that you are about to remove:

Unfortunately, our browser does not support Sign-in/Transport mode.
We found an issue in the tracker about removing “Sync-the-feature”:

However, the issue is not accessible to is not accessible to non googlers. We also do not have access to any design document describing the transition/migration from “Sync-the-feature” to Sign-in/Transport mode as the default.

Could you please make the mentioned issue accessible and provide us with a link to (and access to) the design document about using only Sign-in mode for Sync?
