PSA: Requiring 10.0.20348.0 Windows 10 SDK

I'm about to land a change which will change the toolchain for building Chrome for Windows to use the Windows 10.0.20348.0 SDK.

Developers who are building Chromium with the packaged toolchain will get it updated when they run "gclient sync".

Developers who are building Chromium for Windows with a locally installed toolchain will need to install the newer SDK from here (note that the latest SDK is for Windows 11, 10.0.20348.0 is the latest version of Windows 10 SDK).

The newer SDK was needed because an earlier upgrade of MSVC to version to 19.29 caused build breakages for ANGLE and V8 when using the older 10.0.19041.0 SDK.

This has landed on Apr 2nd and hasn't been reverted since, so I hope it sticks.
Chrome is now using 10.0.20348.0 SDK as of 102.0.4981.0 crrev.com/988269
