I am trying to launch Chromium with a --proxy-server parameter, but I get error ERR_PROXY_CONNECTION_FAILED when attempting to load a webpage. I have tried this with a lot of proxies, but none of them work.

I'm launching a chromium instance using puppeteer, and I get this error both in a headless and a non-headless environment.

Perhaps you have a firewall that is preventing any connections to those proxy servers.

You could try navigating to the proxy's host directly as an http:// URL in the browser and see what error you get.
