How to pin the 'Files' App to the shelf in ChromeOS via the management console

Hello, we are trying to pin Files app to the shelf but it doesn't work.  We looked at the following link but no succes ( https://wpsit.blogspot.com/2015/07/how-to-pin-files-app-to-shelf-in.html )

Can you help ?

Maybe try with using the HTTPS URL:

https://clients2.google.com/service/update2/crx
