Problems running gclient under cygwin on windows: 'cscript' not found?

I recently started running into problems with my Windows installation,
so I decided to wipe the chrome portion of it (including depot_tools)
and re-install. Checking out the depot_tools went fine, but when I
get to the point of running "gclient config" on my new chrome sandbox,
I get:

RDSMITH0-W:../Sandboxen/chrome-svn $ gclient config
http://src.chromium.org/svn/trunk/src
Installing subversion ...
'cscript' is not recognized as an internal or external command,
operable program or batch file.
... Failed to checkout svn automatically.
Please visit http://subversion.tigris.org to download the latest
subversion client
before continuing.
You can also get the "prebacked" version used at
http://src.chromium.org/svn/trunk/tools/third_party/

Anyone recognize this?

One other confusing thing: My subversion is actually up to date, so
I'm not sure why it's trying to download a new one:

svn, version 1.6.12 (r955767)

I'm guessing you don't have Windows Script Host installed or it's not
in your path?

Yeah, your path is probably messed up.

cscript should be under Windows\system32

Make sure your PATH environment variable includes it.
