Chrome legacy window

Hi.
I have a question regarding the 'Chrome legacy window': why does said legacy window of orphaned RenderWidgetHostAura attached to the desktop instead of hidden window (ui::GetHiddenWindow()) ?
Doing that causes creation of a taskbar button for every detached RWHA on Windows. Could you please explain is it an intended behavior or just a coincidence?
And just for the reference: it was implemented in revision 249537 (http://src.chromium.org/viewvc/chrome/trunk/src/content/browser/renderer_host/render_widget_host_view_aura.cc?pathrev=249537 see line 3553) , and is seems to be intact in the current version (265917) of chromium and the issue still persists.
