I want to use the system libjpeg rather than Chromium third party libjpeg, Chromium build libjpeg as static library.

How can I deal with this problem?

Grep for use_system in the source code and I'm pretty sure you will find an answer.

Really, either play more with cs.chromium.org or git grep in your local repository.
