soft passkey don't work compiled chromium

Passkeys that sync to google account are not available when using custom compiled chromium builds. Is this intended like that? 

Test: Download linux variant from https://download-chromium.appspot.com/  

I have already exported apikeys as described here  https://www.chromium.org/developers/how-tos/api-keys/

So password sync, bookmarsks sync works perfectly fine.

Only passkeys cannot be created (I mean the soft passkeys).

Hardware FIDO keys work fine.

Any suggestions
