All iterations of Chrome, including Canary which I'm using, began micro-freezing when any web page is scrolled, during YouTube playback as well. The stutter is every 1.5 seconds for a freeze of about 1/10 second, consistently. This microfreeze pattern/timing is consistent whether scrolling or video media playback on a page. Youtube video stutters, not the audio. Microsoft Edge performance is fine, definitely a Chrome issue. I've run through all the troubleshooting basics, stuttering persists. I did come across a CLUE. If any other Windows10 window (desktop level) is clicked, brought to foreground, the stuttering visibly stops (YouTube) within Canary, visible to the side. With Canary in background, video playback is back to normal smooth. I'm usually a good troubleshooter, but I'm truly stumped on this one :-(  Anyone with similar experience or ideas to identify conflict ?? Merci. Would appreciate also any relevant links to a similar issue already posted on net.

same issue, with win 10 and chrome

firefox and edge is fine

Here! with the exact same problem that you described. It started 2 days ago (04/01/19)
Standard Version of Chrome 71.0.3578.98
Also tried to disable all addons and ucheck hardware acceleration.
Anyone have any solution? It is very annoying and had to switch to Friefox to watch videos.

It's a bit of a shot in the dark but for the affected users: are you using Trend Micro antivirus?

We've seen cases where Trend Micro appeared to be causing excessive pauses in Chrome (although with different symptoms).
