Why no TTS/STT shipped in the browser, with all the "intelligence artificial" nonsense shipped, e.g., Gemini?

It would seem to me that Web Speech API should have been updated within the last decade to be implemented in the browser, rather than using a remote service for Google voice on Chrome and a local service with Speech Dispatcher on Chromium.

Instead Google is advertising Pixel 9 with "built in artificial intelligence".

Surely if I have to disable Gemini search on start up and read "AI" advertisements on every previously empty surface Google can ship its PATTS speech synthesis engine in the browser - and finally provide a way to capture the output as raw PCM in the browser.

Or, as I suspect, is Web Speech API just as dead (https://bugzilla.mozilla.org/show_bug.cgi?id=1474084) as it has been for the past decade?
