One side of webrtc call is muted when both are talking

Hi,
In our application used for audio communication, we've noticed that when both sides of the call start talking at the same time, one of them gets cut off. The user being cut off is connecting to our webRTC server and in Wireshark we've seen the client sending silent packets to it. The problem only occurs at the beginning of the call (for the first 6-10s).  Wireshark_P9mEFiiPgY.png

While in diagnostic audio recordings from webrtc-internals neither side is muted.

Has anyone encountered a similar issue? 
Any ideas what could be causing this and suggestions on what steps I cant take to resolve it wold be greatly appreciated.
